Size: 100 X 100 Level: Quite Easy Featuring: Leila Tong
1. Crop an image and set it to 100 X 100. I chose a picture of Leila which I found at Asianfanatics Gallery.
2. Go to Filter > Blur > Blur More. Select Hard Light and set to 50% (If your image is lighter, set it to less than 50%. This step depends on your image).
3. Go to Layer > New Fill Layer and fill the image with #000000. Set to Colour.

4. This is the tedious part. Take a small eraser brush around 5px in diameter and erase the parts on the colour layer which you want the colour to show. This is what I obtained.

5. Press CTRL-ALT-SHIFT-E to merge the layers. Delete the second layer (NOT THE MERGED ONE).

6. THIS STEP IS OPTIONAL. Hmm I don't quite like her yellow shirt. Maybe I can change the colour to green. Go to Image > Adjustments > Hue / Saturation. Under Masters, I set Hue to 31.

7. I'll like to make the image glossy. Go to Filter > Blur > Blur More. Set Hard Light to 50%. Then I go to Filter > Sharpen > Sharpen.
8. Add some text or brushes. Give it a border and you are done with a simple yet beautiful icon! CONGRATULATIONS!

I hope you enjoyed this tutorial :) Its rather easy and I'm sure even PS beginners can handle it. It should work on PSP or any other softwares too.
